Identity Management

Offering dual factor authentication by means of a username/password and smart card, Identity Management provides a secure mechanism for issuing electronic identification tokens. The solution features 99.95% system availability with automatic failover, for users to keep working uninterrupted in case of failure.

Identity Management issues electronic identity for citizens for online and offline identification, aligning biometric and biographic data on chips to Government legacy systems. It ensures comprehensive vetting for the issuance of eResidence Cards for non-nationals who legally reside in the country and hold a valid Residence Permit.

The solution also provides for the issuance of ePassports, storing all of the traveller’s biometric and biographic data on their chip.  This is aimed at increasing security and speeding up border procedures at immigration control stations.

Citizens’ biometric data (such as photo, fingerprint and digitised signature) is captured and verified in compliance with ICAO standards.  The biographic data (personal details) is linked by means of a bar code number to the biometric data. Biometric data is stored separately on different databases for greater security when handling and retrieving personal information. All pieces of data are integrated together into a single citizen profile.

Personal data is retrieved, verified and used to generate a national identity application form that is signed by the citizen and sent for further processing.  The registration process is web-based, thus enabling multiple registration offices to handle registrations.

The national identity application is processed at the back-office, where it is vetted and any needed supporting documents are stored, before the application is approved and an application for the production of the eID card and digital certificate is submitted. Cards that pass quality assurance checks are sent for issuance to citizens, requiring Individuals to pick up the printed eID card personally from the issuance desk.

When the eID account is approved, authentication credentials (login name and password) are generated and sent to the citizen via email. Such credentials enable the citizen to logon to the Citizen Services Portal and transact online with government entities.

Life Events

A citizen’s life events (e.g. birth, death, change in marital status) registered with and approved by the Public Registry are submitted automatically to the national identity system.

Visual and electronic data sets are stored on the card, integrating fully with the card personalisation system that prints and saves all the details captured throughout the application process and the digital certificate on the eID card.

From one interface, authorised personnel can immediately check the status of a citizen’s eID card e.g. active, blocked, revoked. For cards to be renewed, same process for new applications is followed, thus recapturing the biometric and biographic data of the applicant, verifying the identity of the individual and producing the eID Card through the personalisation process.

 

Digital Certificate Management

In certain cases, the digital certificate has to be suspended (e.g. when card is lost) or revoked (e.g. when card expires). When revoked, the eID card cannot be used for authentication or signing and needs to be re-issued with a new digital certificate.

Integration

An external integration layer of web services is provided to enable line of business systems within Government or external entities to query citizen profile information and identity verification. The solution enables electoral interfacing integration, facilitating the export of information from the common data repository for electoral needs.

 

Citizen Identity Portal

A citizen identity portal is accessible to all citizens holding an eID card, enabling them to check the validity of their eID card details and their digital certificate status using OCSP and CRL checks. Citizens can request for the suspension or revocation of their eID card from the portal. National and foreign citizens, both registered or unregistered, can access a helpdesk support function through the portal.

The citizen completes the ePassport application, that is processed by the registration officer, together with any other supporting documentation, and assigned a unique bar code that links to the applicant’s biometric information.

Applications received are processed at the back office, performing cross checks against the applicant’s eID account or supporting documentation and finalising the data capture of the application before submitting it for final approval. The application is made subject to checks against INTERPOL’s stop list, maintained by the Passport Management Authority, to ensure that the applicant does not have any restrictions in force.

Passport Types

Different types of passports are issued for different citizen classes e.g. age groups (minors do not require signature or fingerprints), diplomats (passport will have a different validity and different colour) or refugee status.

 

ePassport Modifications and Renewals

Passports issued with incorrect information can be recaptured and the application can be submitted again for personalisation, stating the reason why such modification is needed. For passports to be renewed, same process for new applications is followed, thus recapturing the biometric data, verifying the identity of the individual and producing the ePassport through the personalisation process. Citizens can opt to receive SMS notifications to alert them when their passport is about to expire.
